Vodafone e la discriminazione tariffaria

Mi segnala Pietro e apprendo da Massimo di questo articolo su The Register: Vodafone's new pricing model excludes VoIP and P2P.

Vodafone's new pricing model for data comes in on 1 June and at a glance seems fair enough - if you use less than 0.5MB in a day you're charged at a penny for every 5KB you use (£2 a MB), go over that and the next 14.5MB is free, then you're back to a penny for every 5KB used.

...Slipped in to the conditions of use is a clause stating that VoIP and peer-to-peer services (P2P) are excluded from the offer, billed separately at £2 a megabyte, with a minimum of 5 pence per session.

P2P e VoIP tariffati separatamente a prezzi alti. Un chiaro esempio di discriminazione tariffaria come quella che ipotizzavo nell'agosto scorso. (il sottotitolo dell'articolo era "Per le aziende è cruciale che i gestori di network non impongano vincoli tecnologici o economici")

Questo riportava Mante, e mi sono chiesto, ma come fanno a identificare il traffico P2P e VoiP ? (basta che si usi la porta 80 e si faccia un minimo di cifratura).

Skype is listed as an example of a VoIP service, but the definition of P2P is much broader, including "instant messenger services, text messaging clients, or file sharing".

A parte la mail e il web, tutto il resto e' P2P ?

Vodafone won't comment on how it's going to identify such traffic, though there are concerns that anything other than web browsing might be considered peer-to-peer and thus be subject to the separate charge.

Encrypted connections could well fall foul - it would be impossible for Vodafone to identify the application being used, leaving anyone regularly and securely checking email open to high charges.

Ma allora chi usa le VPN cifrate per guardare la posta, finisce che viene ritenuto anch'esso "traffico P2P" ?

Come fa una società come Cisco a vendere apparati agli operatori telefonici che "gli consentono di esaminare il traffico e filtrarlo, facendolo pagare differenziatamente" e nel contempo, a vendere alle aziende sistemi di VPN "che gli consentono di mantenere risevato il traffico effettuato ?"

Per me questa offerta di Vodafone è una stupidaggine e avrà vita breve, rischiando di essere un boomerang nella comunicazione.

Certo, il problema resta. E' che questi non hanno ancora capito che NON SONO PIU' OPERATORI TELEFONICI.

Cambiare sesso è difficile. Molto.

Ricordo che in passato avevi espresso opinioni positive riguardo alle reti PON. Non mi hanno mai convinto, e qui ho trovato una chiave di lettura interessante (a parte che scartare l'approccio della rete attiva non dovrebbe essere così facile, se non altro bene o male ha funzionato per fastweb):

Cambio della guardia ? 3 presidenti in 7 mesi è quasi un record.

Il Tirreno: a oggi, poi, gli alleati di Telco cominceranno a ragionare sulla governance di Telecom, a partire dalla presidenza che sarà di indicazione degli italiani. Ambienti vicini alla trattativa tendono a rassicurare sul fatto che l’attuale consiglio, appena nominato, resterà in carica per l’anno previsto. Ma c’è già da pensare che il toto-nomine partirà a breve, con buone probabilità che le scommesse si concentrino sul rientro di Guido Rossi
Perchè non mi soprende ?

«Non ho valutato, venendo da un'azienda come Pirelli con il 90% delle attività all'estero e in un mercato aperto e competitivo, che in Italia era prematura una cosa: pensare che anche le telecomunicazioni potessero essere valutate come un'attività normale, in cui l'imprenditore si muove con autonomia».
«Ho sottovalutato l'ambiente, le conflittualità regolatorie. Il che vale probabilmente per tutta l'Europa: in questo settore non si vede di buon occhio l'imprenditore privato.
Non c'e' lo spazio per un imprenditore autonomo. Gia', ci sono le leggi, addirittura europee... Che sfiga. Aveva ragione l'azionista Cardillo in Assemblea ?.

Sole 24 ore: Adesso però la Telecom torni a fare la Telecom. Dopo l'uscita di scena della Pirelli e l'ennesimo cambio di controllo, pensi meno alla finanza e più ai piani industriali, meno alla politica e più al mercato, meno agli assetti azionari e molto di più al suo core business. Riprenda a fare il suo mestiere di grande operatore delle comunicazioni. Per un'impresa la stabilità azionaria è importante, ma la strategia, la governance e la qualità del management lo sono ancora di più.
Puro Vangelo. (e magare, rispettare le regole, che non guasta).
 

Due conti su Telco Spa

La partecipazione di Telefonica e' valutata 2314 milioni per il 42,3% di Telco.

La capitalizzazione di Telco e' 2314/0,423=5.470

Ci sara' un aumento di capitale di 900 per cui la capitalizzazione di Telco sara' 6370.

Se fosse sottoscritto tutto da Telefonica, ovvero se gli azionisti italiani decidessero di non seguire pro-quota, andrebbe a 2314+900=3214 3214/6370= 50,45% ovvero il controllo.

Excelente trabajo, Señores; control de Telecom Italia (30.000 millones) con solamente 3214 Millones. Oppure, in caso di cessione, call option (Patto parasociale) per l'acquisto delle quote di telco. (speriamo il titolo non crolli).

Ma, sarà legale ?

Direi certamente di no.

Aldila' delle policies aziendali che, se comunicate agli utenti e se lo prevedono, al limite potrebbe essere ammissibile il flitraggio delle mail in uscita, qui stanno cercando di imporre A ME, che non ho nulla a che vedere, le LORO policies.

Qui si lede il MIO diritto a comunicare.

Questo, credo proprio sia illegale.

Quante volte abbiamo sentito la frase "questo non lo posso dire", "questo non lo posso scrivere" ?

Alcuni di voi, amici, nei commenti mi avete scritto "ma davvero e' cosi' ? ma possibile che nessun altro lo dica/scriva ?" o anche "ma sei sicuro ? possibile che abbiano deciso/fatto questo 6 mesi fa e nessuno lo dica" ?

Mi sono imbattuto in questa Freedom House, di cui ignoravo l'esistenza. Secondo le critiche riportate su Wikipedia, non sarebbe particolarmente oggettiva, ma si piegherebbe  alla politica estera USA.

In questo foglio, trovate un indice della libertà di stampa nei paesi europei dal 1980 ad oggi.  (negli ultimi anni vengono "pesati" separatamente il quadro regolamentare, le pressioni economiche e le pressioni politiche).

A new study says that half of the US households that moved in the fourth quarter of 2006 dropped their landline service. A quarter of them went wireless-only, 13% switched to cable operators, while 6% chose another type of VoIP provider. The trend away from landlines has been visible for a while, but it's interesting to note how moving accelerates it -- making it appear that many people hang on to their landline just because they already have it, rather than because they really want or need it. For many people, landline service isn't something they want or need, and moving appears to act as a prompt to make them consider that. The stat also helps explain why telcos do so many things they do, like hamstring VoIP providers with patent suits, resist naked DSL, and sell bundles geared towards forcing people to buy landline service they don't want.

Nuova organizzazione di BT

Keeping BT Ahead of the Game

Today I am announcing a new structure for BT that will accelerate our transformation into a networked IT services company, delivering software-driven services over our global 21CN platform. It builds on the success of the last five years, keeping BT ahead of the game.

We are bringing together our world class people from networks and IT into a single reporting structure under Andy Green who takes on a new role as CEO of Group Strategy and Operations and as Chief Transformation Officer with immediate effect.  Andy has achieved fantastic things as CEO of Global Services and has the right experience to drive through this important stage of transformation.

I am also delighted to announce that Francois Barrault becomes CEO of Global Services. This appointment follows the great work he has done building BT's business outside the UK. Francois will join the Operating Committee* (OC) and the BT board.   

Andy will lead the creation of two new units which will deliver the software-driven services of the future that our LoBs and the wider communications industry need.   He will also chair a new Design Council on behalf of the OC which will approve the strategic and technical direction of the BT group.

Software shortens the time it takes to introduce new products. The new structure will benefit customers by bringing them new services faster, making them more reliable, easy to buy and easy to use.

In a software-driven world the old way of building products and services has to change.  That is why our network and IT colleagues from BT Wholesale, One IT, BT Retail and BT Global Services will join our new units from 1 July:

-       BT Design: responsible for designing and developing new services over our global 21CN platform achieving world class reliability and cost efficiency.

-       BT Operate: responsible for deploying and operating new services. It will apply world class standards to testing, operating and monitoring software-driven services and networks.

The LoBs continue with their critical role in managing customer relationships and in winning new business. They will drive customer requirements for their market segments, working closely with BT Design and BT Operate to deliver a more consistent and better customer experience. Openreach's role in providing highly regulated products and services is unchanged.

BT is embarking on a transformation agenda that is about so much more than changing the organisation structure. It is about becoming more agile and responsive to customer needs - clearly number 1 for customer service. 

More communication will follow starting next week when we confirm the leaders of our two new units and other senior appointments.
