The vast majority of the roposed changes to the ITRs that have been put forward to date fall far short of this standard.
Turning to the interconnection proposals in general, and the ETNO proposal in particular, we think that they are particularly ill-advised, both in terms of what they are seeking to do, and in terms of their likely consequences.
ETNO’s more recent proposals for interconnection pricing to represent the value of the content carried cannot be feasible in an unregulated, effectively competitive market.

The proposed changes would tend to benefit large network operators at the expense of small network operators (and also content providers); unfortunately, due to the resultant negative impact on competition, the benefits to networks that receive traffic will not fully flow through to end-users who receive data. non è che quegli eventuali soldi c'avrebbero scritto su "investimento". avrebbero scritto su "dollari" e potrebbero altrettanto (o forse più) probabilmente finire in dividendi..
