Anyone who thinks that it somehow represents "too much bandwidth" or "too much storage" hasn't kept up with the massive bandwidth deployments that have been done to provision the modern Internet; voice, ALL of it, is a flea on the data dog these days.
A couple of years provisioning some backwaters and mainly getting some OSS software squared up and it's a done deal.
That "interception of all of the traffic in the country of <redacted>" is a technical shake down cruise for this capability in the US. I can't speak to POLICY, but I can to the tech.
We are there NOW basically.
